There’s something a bit more subtle here too. I may be reading too much into this, but the reason Mikoto has no issue zapping Touma is because she knows he’ll always be able to defend against it. In a similar way, Last Order can easily zap Accelerator in his current state since she controls when he can use his Ability and she is one of the higher Level Sisters, but she doesn’t. She knows he can’t defend himself from a zap without ample time to flip his switch, so she uses attacks like the lunchboxes that are relatively harmless, much like how Mikoto uses zaps that are relatively harmless to Touma because of Imagine Breaker.
