From the dress and hair, it was shot during the filming of "Lightning in a Bottle" released in 1993, so then or possibly '92 depending on when that movie was shot. There's a brief glimpse of the dress at 2.28 and you can also just about make out the title on the clapperboard. Hope that helps!
So-so movie, but great performance from Lynda, if you can find it somewhere.
