As you say, Ray - your era was the peak era for unlicensed boxing. Promoters who grew up in and around the game and apparently knew all the participants personally. Brian Cockerill must be an easy decade younger than you lot - which is just one possible reason he didn't establish himself in that arena. For most of us his sporting prime can only be appraised on anecdotes. We hear tell that he won some / lost some on the street. I guess that's how he would have fared at unlicensed boxing in your era. He would have improved with practice in the right company.
