Most scholarships would want you to get back to your country and use the knowledge that you have acquired in the studies. I don't think it is wise to state that you want to work in the country unless the scholarship is looking for people to stay in the country after studies. Be creative in your motivation letter. In my opinion it's quite obvious that COVID has affected travelling hence that is not a creative enough reason to earn you a scholarship. Not having the money is a valid reason, try to add more reasons based on your career dreams and how this course will help you achieve your dreams.

Hello.. You definitely have lots of experiences from your earlier years before 16. For example, your educational experiences in the earlier schools both inside and outside of the classroom. Sports, social interactions, volunteering, serving as class representative or any kind of official. Any trips you took for benchmarking or so.. They are all valid. It does not have to be work experience at your level.

In most cases I find it necessary because these are two different documents and we are not sure if they will be reviewed by the same person. Secondly in some cases they ask for specific information to be included in the motivation letter and education may be one of them. The idea is not to exactly speak about your education but rather how it contributes to your pursuit for the scholarship. But note it is not mandatory.. If your motivation does not necessarily relate to your former studies then no need to include it..
