I lived in Japan for 7 years and live in the US. It's expensive in Japan compared with the US. The food is awesome. Like anywhere, depends on where you live and the level of convenience, but not cheap. I think you're thinking of Singapore for fines for dropping paper. Japan is relatively clean.
