Are they already rebuilding? Why not just bulldoze everything and start again with donated goods to build fire-resistant concrete houses? Are they aware the fire will start again sometime with all those woods and plates?
Hout Bay has no services to accommodate such volumes of shack-dwellers.... as much as I dislike the economic-inequalities, you cannot put a squatter-camp on prime real-estate, the roads, the stream and the beaches are polluted with sewage from the camp and it ruins a lucrative area...
