why do i see some blind people wear “sunglasses” ? aka black shades

Blind people are usually not completely blind, they can see a bit of light

Good question! It's actually a surprisingly complicated issue because different people might wear it for different reasons.
Some people have light sensitivity, so they wear sunglasses to protect their eyes. Some people also have conditions like cataracts that can worsen with exposure to sunlight, so sunglasses protect the eyes that way too.
Some people do also wear the sunglasses to signal to people "I'm blind". Exactly what you said. It's not unusual and can help people around us understand we're actually blind.
Some people unfortunately have eye physical abnormalities like bulging or deflated eyes, and they want to hide the appearance of their eyes with sunglasses. Maybe they haven't had surgery to correct the problem, or can't due to some other reason.
Some blind people find it also makes it easier to not worry about eye contact. It's not always easy to look people directly in the eyes. Wearing sunglasses helps makes this a bit easier. Try getting someone to close their eyes, wear a pair of sunglasses, and try to make eye contact with you while you're talking to them. It really does not look as bad as if the person weren't wearing the sunglasses.
And of course, one of the most common reasons people wear sunglasses: some people feel it looks cool. Even blind people want to look fashionable sometimes.
