I understand that a pirate was executed on that portion of the shore that was usually covered by high tide as that was considered within the juristiction of the admiralty.

The assumption that those hanged with a “short drop” suffered for 10-15 minutes of terrible pain from the tight noose and oxygen starvation is false. At about maximum, consciousness for only 20 seconds to roughly a minute remains after oxygen is removed from the cerebral cortex. The so-called “dance” of the executed is only spinal nerve activity from oxygen starved neurons. The hanged person is no longer conscious or aware. There is some terrible pain when the weight of the body is being “supported” by the noose at the neck. But unless oxygen is restored, consciousness ends in just over a minute.
