Bro after first round whatever nri seats are vacant that will be returned so from second round those seat will come under NRI lapsed quota you will see NRI lapsed quota from second round or third round only not from beginning
How about BDS re allotment as we are paying fees directly to the college and in case of re allotment to another BDS / MBBS college how it will be handled ?

Yes. It depends on the college. If the college is ok with only research and development fee, then no need to pay the hostel fees!
