Odin’s abuse towards Loki’s children was his own choice. I find that Fenrir is the real victim in this story and he had every right to rebel against the gods to betrayed him. By trying to fight off a doomsday prophecy, Odin was the one responsible for making it all come to fruition.
Yeah, I don't know of Fenrir having done anything wrong before they tried to chain him up. Odin was afraid of him, from the vision. And other gods were afraid of him because Odin was and because he was so big and still growing.
Did Jormungandr have a complex personality, like Fenrir and Hel?
Jormungandr was just a child when he was torn from his mother and siblings only to get banished to a large and dangerous ocean. I think Jormungandr is the same as Fenrir. Someone who lashed out at the mistreatment Odin forced on him.
And Tyr.
Fenrir lost everything good he had in his life. Tyr lost more than a hand. He also lost a friend and more. Knowingly betraying something he cared for and had trust in him; as well as, the realization that he is surrounded by friend and brethren that allow him to do so (and, knowingly, allow him to be maimed), would weigh heavy on the heart and conscious. I imagine Tyr would have fought with a vicious, inner bitterness until his death, after this incident.
Odin, truly, added fuel to a fire he was trying to extinguish.

The animation in this video brought Fenrir's ferocity to life! Never thought I'd feel bad for a giant wolf, but Tyr losing his hand was brutal!

It was Odin's free will that led to the mistreatment of Loki's children. Fenrir, in my opinion, is the true victim here, and he was within his rights to revolt against the gods who had deceived him. It was Odin's attempt to avert a doomsday prophecy that brought it all to pass.

I know this is folklore but I don't think Fenrir was really that evil. Before that betrayal he was just acting like any other pup would or kinda like a young boy of maybe 8 or 9 years old would act. With training and structure Fenrir could've been a great alley later as an adult
I actually feel absolutely terrible for Fenrir. I mean he wanted to be Asgardian's friends and help them, only for the Gods to bound him.
Fenrir is the victim, and I believe he is used as a warning that our treatment of others has consequences.
