Balsa wood can be cut with a cutter knife or sandpaper, so it is easy to make the micro lures. The second reason is that I am used to using balsa wood. There are many lightweight and buoyant materials, but I have been using balsa wood for many years, so I am less likely about making mistakes in design or painting methods.
