I think this music video isn't both of them about to die. I think the water is supposed to be Billie's depression or something akin to that. She keeps sinking deeper and deeper into it, but her brother is with her through it all. Even if it gets really bad, she doesn't appeared to be super concerned because her brother is going to be with her through it all. Idk if that's what she intended, but that's what I got from it.

The song is about a nightmare she had where she commits suicide off the golden gate bridge and was drowning but nobody cared. When she woke up Finneas was there when she woke up and told her what the chorus is.

This song was written after She had a nightmare about committing suicide by jumping of the Golden Gate Bridge, when she told her brother, the chorus is what he said back to her. What she wanted was to die, that's why it was a nightmare to anyone who cares.

How you came up with the visual yourself I think Billie did that on purpose to make people get a taste of what that dark mind set is like when you think about that kind of pressure. How people bring their bullshit at you. How your friends aren't the friends you thought they be. And to have your brother witness it all with you to always being at your side. I can hear the bright side of Billie coming out as she sings the way you see yourself. She sounds much happier. I mean how can you not be happier after hearing your brother say no one is gonna hurt you? That's just sibling goals right there knowing that family has your back no matter what. It's literally nighttime and under the ocean... and the mood is dark, the theme is dark. It was perfectly done in my opinion
