Yes! and you are using the wrong settings for Rust. For 2k and 4k @ Image effects NO AA...makes everything blurry AF.
For Image Effects:
AA - OFF for 2k and 4k and FXAA for 1080p
AMBIENT OCLUSION OFF
LOL..BLOOM OFF
DIRT OFF
SHARPEN ON
rest OFF
Graphics:
G. Quality ULTRA
Everything maxed unless you hate shadows ...1-2 Shadow Lights and 2 Cascades
REST MAXED

Bro if you can do a 7800x3d vs 9800x3d comparison side by side in Rust and Tarkov that would be godlike bro! Also these games are highly region dependant for fps so it would be great if you did them with identical in game scenarios but im sure your aware of this. People would love to see it including myself.

honestly, i think the microstutters will always exist on large servers when moving across the map near big bases, but this minimizes it as much as I've seen

you will be getting 100% the same framerate as in the Video! your 4060 Ti will do the same as the 4090 in 1080p low or even 1440p low in terms of framrate.

May you do league of legends please? no one ever does it and fps in that game sucks even on decent average pc and it plumits by game time, go in practice tool and test there, use the 30 second fast forward button on the left to go further in game time, thank you 🙏
