This means 100% of their training is dedicated to understanding human behavior, including developing and administering tests of all sorts, as well as treating mental health problems. If you are in North America where the profession is highly regulated, the best way to find out if someone is properly licensed and to understand their scope of practice is to contact the regulatory body of psychologists (often called "College") in the State or province this psychologist practices in. You have to get guardianship over them.
Everyone is allowed to decline or refuse services. Only a Judge can order an evaluation.

Yes there are. In fact, assessments for court can easily take more than 3 hours. It really depends on what needs to be assessed.
