It has existed in various forms since 1696; its present iteration was formed in January 1992 when it succeeded the Navy of the Commonwealth of Independent States (which had itself succeeded the Soviet Navy following the dissolution of the Soviet Union in late December 1991).

Even if this scenario is 50% accurate, my conclusion is that 1) the Harpoon is weak and slow 2) US ships need at least twice the CWIS they have.
Instead, the US Navy spends billions of dollars on fantasy ships that get cancelled for poor performance and bad sub-contracting.
CWIS is cheap, reliable, and should be at least as effective as the Russian/Chinese version. Each box magazine holds 15,000 rounds, but runs out of ammo too fast, and requires 20 minutes to re-load. They should be doubled on every ship
