Lyrics (i searched it up on google)
At the sound of the drums
    hail the poor people
at the sound of the tambourins
    the poor have rose back
at the sound of the churchbells
    hail, hail the lowborns
at the sound of the violins
    death to the jacobines
play, play the carmagnola! Play your help, long live the king, long live the family
    play, play, play the carmagnola
play your help , long live the king, long live the family
    and sant'elmo, strong castle
they reduced it into a ricotta cheeze
    at this poor and shameless
they have put the bishop's miter.
    king, who betrayed you?
who had the stomach to do that
the burguoise and the generals wanted you in prision!
    play, play the carmagnola!
play your help , long live the king, long live the family
    play, play, play the carmagnola
play your help , long live the king, long live the family
at the thirteenth of june, saint anthon's the glorious
    the burguoise, those thiefs
    They beated up the king
the frenchs have come, and have imposed other taxes
libertè, egalitè, you rob me, i rob you
    play, play the carmagnola!
play your help , long live the king, long live the family
    play, play, play the carmagnola
play your help , long live the king, long live the family
the french have come and have taken everything from us
et voilà, et voilà... I'll kick in the ass your liberty
in the port, ended the war, they have torn up the pole.
We have taken the jacobins and made them like dirty rags
    play, play the carmagnola!
play your help , long live the king, long live the family
    play, play, play the carmagnola
play your help , long live the king, long live the family
    where has lady eleonora gone?
the whom who danced in the theatre?
now she dances in the market, with sir donato
    Equality has ended
    Liberty has ended
for you bourgoises there will be problems
You all should go to sleep now!
    play, play the carmagnola!
play your help , long live the king, long live the family
    play, play, play the carmagnola
play your help , long live the king, long live the family
    january has passed
and so have february and march.
and with the month of the harvest
    they have faild.
    live caregiver Maccarone
    who respect religion
jacobins, throw yourself in the sea
    For your butt is burned!
    play, play the carmagnola!
play your help , long live the king, long live the family
    play, play, play the carmagnola
play your help , long live the king, long live the family
    play, play the carmagnola!
play your help , long live the king, long live the family

It,s much more sarcastical, up to cruelty, in its own meaning but I think it always happen it with translation, even in regular italian it will lose a part of its own force.
Two thing: Popolo Bascio, Puverielli and Populane are three different social groups, with only puverielli being real poor ones. Other are shop /handycrafts owner and Clerics/Bourgeois, so Signori e Cavalieri are Yeomans and Nobles instead.
And Carmagnola (the tune) plays by itself, not by some person.
And Maccarone is the surname of the king (that loved to run disguised from court and spend time with common people) so it is: Long live to our good fellow Maccarone , that respect religion!

"16 июня - 25 июня армия Святой Веры при поддержке русского экспедиционного корпуса капитана Белли штурмом взяла Неаполь, а затем санфедисты по инициативе прибывшего с эскадрой английского адмирала Нельсона устроили безжалостную резню республиканско-якобинской нечисти (как местной, так и пленных французских оккупантов)"...Какого черта, что за красочная интернациональная тусовка в Неаполе? И почему никого не позвали, если там поют такие клёвые песни?;)
"On June 16-25, the Army of the Holy Faith, supported by Captain Belli's Russian expeditionary corps, took Naples by storm, and then the Sanfedists, at the initiative of British Admiral Nelson who arrived with a squadron, carried out a ruthless massacre of Republican-Jacobean scum (both local and captured French invaders)"...What the hell is this colorful international hangout in Naples? And why wasn't anyone called if they were singing such cool songs there;)

    Alli tridece de giugno

    'E signure 'sti birbante
    'E facettero 'o mazzo tanto.
    So' venute li Francise
    Aute tasse 'nce hanno mise
    Liberté... egalité...

    Cavece 'nculo alla libertà.

    'Onna Luisa è asciuta prena,

    Nun la ponno fa sgrava'.

    A lu muolo senza guerra
    Se tiraje l'albero 'nterra
    Afferrajeno 'e giacubbine
    'E facettero 'na mappina.
    E' fernuta l'uguaglianza
    è fernuta la libertà,
Pe' vuje sò dulure 'e panza
    Signo' jateve a cucca'.
    Sona sona

Viva 'o rre cu la famiglia.
    Passaje lu mese chiuvuso
    Lu ventuso e l'addiruso
A lu mese ca se mete
    Hanno avuto l'aglio arrete.
    Viva tata maccarone
    Ca rispetta la religione,
    Giacubbine jate a mmare
    Ca v'abbrucia lu panare.

No. Inno al Re was the national anthem. This is the fight song for the monarchist sanfedisti. But yeah it's thousand times better but it's understandable. While the lyrics is patriotic it's quite irreverent as well.

not necessarily the anthem, it is a folk song sung in Neapolitan in rejoicing of the king of the two sicilies to fight against the jacobins “giacobbine” and restore the crown (song for the sanfedist movement)

Samuel Farina, I'm a great admirer of yours and one of your biggest fans. I was wondering if, sometime, in the near future, you could do some nightcore on the Italian partisan songs "Bella ciao" and Fischia il vento"; and maybe, why not, also on two other very famous communist songs, which are "L'Internazionale" and "Bandiera rossa".
