- The installation of electric vehicle charge points always throws up questions related to the interpretation of BS7671. In this electricians' Q&A video, we explore if an open-sided multi-storey car park is classified as an indoor or outdoor electrical installation?
Why is this important? The requirement to fit PEN fault protection can add significant costs to a commercial EV charging installation.

I would say every multi car park i have visited, which has charge points installed has always had the the charge points on the upper or basement floors and not the ground floor. Also the charge points have been situated in the middle of the car park and not near the edges where they are directly hit by rain etc.
Steel frames in multi-storey car parks add to the possibility of pen faults causing electrocution.
It must have been fun sorting through all those photos of multi-storey car parks, Joe! v jealous. :-D
I would say it's outside (it's kind of a very fancy lean-to on the side of a house). Think would you wire an indoor socket there, or one of those ones enclosed in a water proof box.
I wouldn’t use a PEN device inside a brick built car park with no accessible metal close but I would in that metal framed one. They are both in Kettering by the way !

Think you need to install a earthed fly lead with a welding clamp so it can be clamped on the bodywork when charging ( just like the fuel tankers have for static). Job done 👍
Would that actually help in the event of a PEN fault though? If it’s just attached to the MET then you’ve solved nothing and if it’s separately grounded then why not just use an earth rod?
You also need a dedicated area to clamp to on every car…
@@KatyW94 🤣🤣🤣 it was a joke 🤣🤣. The whole inside outside thing appears to be based n the fact the car has rubber wheels and the conductivity of a person stood on the ground ( be it wet or dry) they would only drive off with the lead attached, ( just like the tanker drivers 🤣)
Why can't they just make all the charging components of a vehicle class ll insulated?
Good question, maybe MOT's will become more like PAT testing. 😂
@@efixx I have put a car through a portable appliance test and it failed on the IR test. I have a feeling that might have been at 500V (which would be expected) and it might have then passed at 250V. It was back in 2016 and my memory is a bit fuzzy...
I took the opinion that it was an electrical appliance like any other and it was at work whilst I had the tester out. There aren't many good places to put a sticker on a Tesla :D

Thats clearly indoors mate .. haha. This is where its difficult as i have asked multiple times and havent really received a answer . What is indoors.? . Car parks are indoors weather it has loovers or open sided (personal choice) and i would say a big percentage of car parks form part of a 3 phase installation with a DB board on each floor so the chance of a PEN fault would be rare,but hey, no problem in adding extra protection

I said I'd probably add some PEN fault protection, not put in a separate earthing system. 🤔
And again another bucket load of confusion from the white collar boffins that is the IET . No wonder one of the the EV charger manufacturers have gone belly up.
Not sure that's anything to do with the regulations Sean, more supply chain issues from what I understand.

But we could argue that there not selling because the installers aren’t buying because they can’t install them with out having to jump through miles of red tape ie the regs ? I suppose we will never know for sure.
@@Dog-whisperer7494 The safety from electrocution by incorporating an o-pen protection device puts the issue you call "red tape" to bed. I don't agree with your presumption that the issue is due to red tape..... It is widely reported that the issues for Anderson was supply chain issues .... and I also believe that the business model of high end looks justifying expensive cost in a market that is falling over cheaper alternatives, was probably the biggest hurdle for the company to thrive and be competetive and lead to their demise.
