The total number of goods are the same for everyone, but the distribution between each goods type is different each playthrough. So one time you might need a total of 50 fish, another time you might need 250. So a higher amount of fish means a lower amount of other goods.
Unfortunately, the video is useless because a different number of fish and coconuts is required on the live server. The stone on the second expansion is also in a different, less favorable position.

Settlements have always worked like that, there is a fixed number of goods requirements, but the distribution is random.
This vid is useless for me as I need either 350 diamonds or 5 of four goods to get an expansion.
