The Italo House style from the early 90’s would even sample piano riffs from each other. You will often hear a few famous riffs used over and over on different tunes.

i don't understand sampling the vocals. do you not need clearance? or is it just wing it and hope you don't get any copyright problems?
It's a pretty complex issue so I'll try my best to explain. Generally speaking, the best thing to do if you want to release the track officially is seek permission from the original copyright holder. Of course, there are workarounds like heavily manipulating samples, or using less of the sample so it is barely recognisable, which theoretically does mean you're less likely to get caught, but it is still possible. If you're not making money off it, then you're probably less likely to get in trouble also.
