If you meant Los Santos Sheriff's Department by LSSD, it's actually BCSO or Blaine County Sheriff's Office. The only police forces in Los Santos are the Los Santos Police Department (LSPD) and the National Office of Security Enforcement (NOOSE). The police forces in Blaine County include the Blaine County Sheriff's Office (BCSO) and also NOOSE since it is a national agency. Merryweather Security Consultants (MSC) are also operating all across San Andreas and the country although 1) they're a private militia and 2) I believe their funding was eventually cut in-game. Sorry for the lengthy comment but I like to go into detail with things like this.
