Airship sounds like a term that police themselves would use to identify their helicopters. Police call their motorcycle cops "motor officers", and I think police cars are just called patrol units. Police and news helicopters do communicate sometimes while in the air covering events like police chases. I heard the lady news commentator in this video say "the airship said ........" so I reckon it helps them differentiate between police helicopters and news helicopters. Only web reference I could find is in Wiktionary: 'AIRSHIP - (US, law enforcement, aviation) - A police helicopter/Police air unit'.
Heavily advertised, mandatory and politics-proof, 7 year, no-parole sentences for high-speed chase suspects would stop most of this. Posters written in East LA dialects would also help.
