These are Police Interceptor Units, different from the Ford Explorer in several ways. Ballistic resistant door panels are optional. I'd be surprised if the CHP didn't spare extra money for that upgrade.

Chases like this make CHP a dangerous joke when it comes to the outcome and internal management. They should take lessons from Arkansas, Florida, and Georgia state police. They would have had the suspect stopped and in custody in 10 min, with only the suspect's car and a squad damaged. They would not have been a pedestrian hit and a better than 90% chance of a civilian car never being hit in the subsequent collision. CHP has no one to blame but themselves for NEEDLESSLY allowing the chase to continue for as long as it did. They were just asking for people to get hurt due to their "kid gloves" approach due to mismanagement.

He had one obvious choice if he had been boxed in, exiting the passenger side which wasn't blocked, which would have resulted in a much more preferable foot pursuit.
