I have lived in both Manhattan, NY and Los Angeles, CA. The homelessness and infrastructure problems in both cities are absolutely horrendous. Worst part is that you have government officials that don't have the power to truly solve these issues even if they actually had a credible solution (which they don't). That's why I no longer live in either city.

I live in HK and I often drive to the mainland China for business purposes and I didn’t know China have slums. Remember it’s not India and Eventhough they have they are much better than a lot of cities in other countries. I guarantee you. So just buy a ticket and see for yourself. Visit the poorest rural areas of China and you will know what I am talking about.
