This is why these tapes need to be digitized rather than just used for the current retrofeels. Many of these old tapes are literally disintergrating to the point the magnetic coating is flaking off, leaving behind a clear plastic film.

That whistle sounds like the speed control track. Meaning the tape is so off center that the audio heads are reading tracks that they are not supposed to.
