If you cut the paper along the crease line, you cut it in half, if you put the pieces on top of each other, the thickness (height) is the double of the first piece, so, the same as folding. This means that cutting in a way that halves the size of the pieces of paper and putting them on top of each other is basically the same as a good fold, and you can cut small small small pieces of paper fairly easily. So, in theory, cutting should have the same results with ease.
I've been thinking about this and I think people would have more luck if they used very thin but very long paper such as a toilet paper roll. This would make it so the point of bend can be further away from the flat area and give you more times to fold. You could possibly get up to 12 or more times folded.
