To me the scariest monster ever is The Wendigo from South American and megonkuian mythology, because it can lure its victims into its radius, them have them trip over a sharp stick and impaled, run over by a car, etc, and it can also revive the dead as ghosts in the shells of their former selves, but not zombies which makes it less scary.
