I actually would rate Slade Wilson (Deathstroke) As the best villian in DC. If you read his back story it's actually extremely interesting.

Arturs Gorbunovs That's only his beginning. His backstory is much longer than that and contains a lot of interesting detail. Look it up if you will.
He'd be a much more interesting character if DC didn't try SO HARD to get us to think that he's a badass. It's almost as bad as Bungie's treatment of the Master Chief.
Tim H Possibly, although his portrayal in Teen Titans has forever left him as an immortal badass and top of my comic book character list for all time. His Arkham Origins portrayal also reinforced this.
