These discussions are ok and will go on. The question is, why were the farmer bodies not consulted before passing these laws? This government has gotten away thrusting things down the throat of the people. The farmers have rightly resisted this. This is a great service for the entire nation.
They were not consulted because the govt. Knew they would not understand it, because they already knew congress had misguided the farmers and called forth the khalistani middlemen. Simply because nothing new was introduced all of a sudden. If you read the MODEL APMC act you will find out that almost all of its points have been taken to create these new laws (and are more refined). In the academics and on the “field” everyone knew what were the problems and what needs to be done. I suggest you read briefly about the model apmc act which I think was passed in 2003. You will also be surprised to know that around 20+ (if I am not mistaken) states had implemented that law with due passage of time and thus they don’t see any significant new changes.

The simple thing is MSP is best implemented in Punjab and Haryana. The farmers of Punjab and Haryana are richest in our country. That means MSP is not hindrance to farmers growth even with 14% taxes. If MSP system is helping farmers and govt also earning from it, then why gobarchaap antinational wants to paralyze it?
Contract for milk and farming is very different. Dairy is very different from farming. Madam please understand. Weather affects farming. Dairy is not much affected by weather. And their many more factors. Anyone can just ask a person nearby with cow or buffalo for certain amount of milk and pay certain amount weakly, daily, monthly. So the cattle owner gets cash weakly, monthly if not daily. But a farmer works for months then goes to sell it, and the payment is always delayed by weeks. If you sell to someone private for you need urgent cash. The private person always gives lower price and we have to take it. For here with sugarcane farmers payments are delayed by months. I have seen this, experienced it. So madan comparing dairy with farming is not appropriate.

MSP is acting as a level playing field where farmers can argue about the pricing below or above the fixed price. A farmer can sell his product near to the MSP. Thus most of the 68% of the population of India.
Ask him irrespective of holdings whatever state they from wouldn’t farmers would like MSP for whatever they grow. He should know that even in developed/wealthy countries govt’s subsidies farming
Farm subsidy is different from Farm product marketing ... No govt in the world markets farm produce. That is the function of the market. Indian farmer gets subsidy in electricity, water, machinery, tractors, fertilizers, taxes, waiver of loans, low rates of interests and lot more. Pays no Income Tax... hoards all cash and encourages black marketeering..

MSP is not the issue. Issue is that the farmers and Indian public has been denied from going to a court in case of any dispute arising out of action of buyer or any government official. No court is allowed to entertain any case. Private parties are allowed to hoard unlimeted quantities of foodgrains or agricultural produce. Is it in the benefit of Indian public? No. Even the PDS is in danger..

Cannot be more wrong. The tamilian dry areas he is referring to has water table well over the water table of the punjabi croplands(200ft average, falling 400 feets in croplands). They however do not have the free electricity that punjab has, which incidentally isn't even counted in farm subsidies. Keep growing it this way till punjab is be-aab.
Looks like he is presenting one side. We all know the paddy in Punjab has depleted ground water. Also excessive use of fertilizer has created havoc. Madam you should invite Mr. Gulati and have a joint session. Even a UN report says with such farm practices we can take only about 90 corps rotations. Most of the land in the world we become barren. Talking of Argentina that country has become very poor... To raise a 1 kg of beef takes 600 times of water compared to crops. Not to mention environmental damages. He is an elderly person and I respect him though!
So, you are suggesting the laws will get the ground water back or improve the situation. Your issue doesn’t defend the laws. If crop rotation is a issue you have to address that. Contract farming in US has made the farmer situation worst. It does not show up because they are rich country. Sustainable agriculture is needed, but corporate never improve sustainability they earn profits. You need corporates but with excellent checks and balances.
Jha is a journalist, rather than an economist. He get many facts wrong. In 1940s, India was exporting a lot of agricultural produce but was incredibly poor. The reason that Punjab got the benefits of MSP was because the Bhakra Nangal dam was the major infrastructure project of 1950s and it's waters irrigated the land there. Of course, farmers worked hard but so did farmers in other parts of India. The increase in Agriculture produce in MP is attributable to Narmada Dam, not MSP. Mr Jha makes several valid points but ducks the issue of how you force private buyers to buy at MSP. MSP, for most coarse cereals, is higher than international prices. So why would someone buy it at that price ? Often the buyer has to process it and sell the finished product in the international market. So compulsory MSP will result in unsold grain and how will that improve farmer's income? He is also way off the real issues when discussing agricultural yields. India has the lowest agricultural yields and the scope to improve this exists only when you adopt technology. He is full of sympathy and support for the Arathiyas but ignores the problems, including low yields, that is caused by current system. The only way to increase farmers income is to improve productivity, not go back to socialist thinking which has kept India poor. The argument about what percentage of farmers ( 6 or 15) benefitted from MSP is irrelevant. The issue is it can only benefit a small number of farmers, mostly the rich farmers

Gulati has mentioned an organisation with which he has worked, and that organisation is a wing of the WTO. So he has an axe to grind. He is working to further their interests. Reforms are done by the people who need it. Not by the people who don’t do the actual work. Eg. if you need to study, your parents can give you the best school that’s a painful reform if you don’t like it. But knowledge from the study will come to you only when you reform yourself. That’s the issue. Without considering farmers you cannot reform. That’s dictatorship.

and after 12 years the farmers are still poor, so basically the 7 percent is the reduction in costs (payments made to the farmer) and the profits made by agrobusinesses i.e. what does this 7% reflect (is it in $ or volume?) - Bihar as an example of success (now that's funny - LOL)

Also they have huge families members to feed unlike punjab ..so many of them end up like mazdoors... Also Punjab anyhow will become a desert in few years ( as per captain Amrinder singh and many analysis ) and it will not be able to grow wheat and Paddy so won't be able to sustain on MSP and will have to turn to private market with other crops ... If these laws are repealed , there would be no laws to support own market... With these new farm laws it plan to put a formal contract system and laws arround it and compels the private companies to pay in 3 days ( currently they don't have any such law which results in delayed / no payments ). 2 Also it tries to give guarantee to farmers that he wd get money even if some calamity comes ( insurance can be done on basis if the legal contract ) ... There was no such option before this and farmer had to bear the damage

Mr Jha is skirting the main issue. let's face it MSP is like a salary which derisks farmers. its like tomorrow all sweet shops start demanding government procure all sweets in the name of protecting small shops. Government also tried to act smart and lost an opportunity to bring meaningful reforms. MSP is not the issue. Issue is that the farmers and Indian public has been denied from going to a court in case of any dispute arising out of action of buyer or any government official. No court is allowed to entertain any case. Private parties are allowed to hoard unlimeted quantities of foodgrains or agricultural produce. Is it in the benefit of Indian public? No. Even the PDS is in danger..

Looks like he is presenting one side. We all know the paddy in Punjab has depleted ground water. Also excessive use of fertilizer has created havoc. Madam you should invite Mr. Gulati and have a joint session. Even a UN report says with such farm practices we can take only about 90 corps rotations. Most of the land in the world we become barren. Talking of Argentina that country has become very poor... To raise a 1 kg of beef takes 600 times of water compared to crops. Not to mention environmental damages. He is an elderly person and I respect him though!
So, you are suggesting the laws will get the ground water back or improve the situation. Your issue doesn’t defend the laws. If crop rotation is a issue you have to address that. Contract farming in US has made the farmer situation worst. It does not show up because they are rich country. Sustainable agriculture is needed, but corporate never improve sustainability they earn profits. You need corporates but with excellent checks and balances.
Comparing apples to oranges
Jha is a journalist, rather than an economist. He get many facts wrong. In 1940s, India was exporting a lot of agricultural produce but was incredibly poor. The reason that Punjab got the benefits of MSP was because the Bhakra Nangal dam was the major infrastructure project of 1950s and it's waters irrigated the land there. Of course, farmers worked hard but so did farmers in other parts of India. The increase in Agriculture produce in MP is attributable to Narmada Dam, not MSP.
Mr Jha makes several valid points but ducks the issue of how you force private buyers to buy at MSP. MSP, for most coarse cereals, is higher than international prices. So why would someone buy it at that price ? Often the buyer has to process it and sell the finished product in the international market. So compulsory MSP will result in unsold grain and how will that improve farmer's income?
He is also way off the real issues when discussing agricultural yields. India has the lowest agricultural yields and the scope to improve this exists only when you adopt technology. He is full of sympathy and support for the Arathiyas but ignores the problems, including low yields, that is caused by current system. The only way to increase farmers income is to improve productivity, not go back to socialist thinking which has kept India poor.
The argument about what percentage of farmers ( 6 or 15) benefitted from MSP is irrelevant. The issue is it can only benefit a small number of farmers, mostly the rich farmers

Gulati has mentioned an organisation with which he has worked, and that organisation is a wing of the WTO. So he has an axe to grind. He is working to further their interests. He is not interested in increasing the incomes of the farmers. Reforms are no Reforms if they are not painful.
Reforms are done by the people who need it. Not by the people who don’t do the actual work. Eg. if you need to study, your parents can give you the best school that’s a painful reform if you don’t like it. But knowledge from the study will come to you only when you reform yourself. That’s the issue. Without considering farmers you cannot reform. That’s dictatorship.

and after 12 years the farmers are still poor, so basically the 7 percent is the reduction in costs (payments made to the farmer) and the profits made by agrobusinesses i.e. what does this 7% reflect (is it in $ or volume?) - Bihar as an example of success (now that's funny - LOL)

Also they have huge families members to feed unlike punjab ..so many of them end up like mazdoors... Also Punjab anyhow will become a desert in few years ( as per captain Amrinder singh and many analysis ) and it will not be able to grow wheat and Paddy so won't be able to sustain on MSP and will have to turn to private market with other crops ... If these laws are repealed , there would be no laws to support own market... With these new farm laws it plan to put a formal contract system and laws arround it and compels the private companies to pay in 3 days ( currently they don't have any such law which results in delayed / no payments ).
2 Also it tries to give guarantee to farmers that he wd get money even if some calamity comes ( insurance can be done on basis if the legal contract ) ... There was no such option before this and farmer had to bear the damage

Mr Jha is skirting the main issue. let's face it MSP is like a salary which derisks farmers. its like tomorrow all sweet shops start demanding government procure all sweets in the name of protecting small shops. As farmers form a large population, no harm in protecting MSP by all private and public purchases and remove all subsidies and loan waivers. Government also tried to act smart and lost an opportunity to bring meaningful reforms. I agree current reforms provide minimal safeguards and favor big firms at the expense of poor farmers and common people. it must be amended but no need to repeal. lack of consultations post introduction of bills is the main culprit
