This is also the procedure the Lagos state Govt applied on the Blueline rail. The Infrastructure was Commissioned in January 2023 by former President Buhari, and began test running few months later. On September 4th 2023 they began commercial operations on the Blueline rail while in October ending 2023 the electric operations began fully with increased trips to 72 from 12 a day. Meanwhile the Redline rail infrastructure was also commissioned in January 2024 by current President Bola Tinubu, while finishing work is ongoing, test run will begin soon and commercial operations will follow if not before end of 2024 btw September and December, it may be fully operational by January 2025. They are going to have subway trains both run the blue and red metro raill lines
And when those skyway is done,No loitering should be pasted through out the walls

Look how project is moving very fast in Lagos state. With in the space of just three months, there is a pedestrian bridge and fences all over the place.

I commend the efforts to make this happen but that is definitely not my definition of fenced off. If non workers have access to the rail track, while not open yet, that is a huge security risk...
Is work in progress everything will be fully fenced off before they start commercial operation
