One of my favorite builds to run with is a High Elf with the apprentice birth sign. You get 300 magicka at the start. However, you run the risk of being one shot by some spell casters. Which is a thrill I enjoy when playing a mage.
I like to go down a step and pick Breton male with the apprentice birth sign. 250 magicka and 50% magic resistance. With a Mundane ring, 100% magic resistance completely negates the 100% weakness to magic because the game checks resistance before weakness.

Tower will allow you to unlock reflect dmg for custom spells, which is very rare, but the sign is still rather bad.
But the rate is so low that it was badly coded to do 50%?! Not 5?!?
