This method should work better statistically speaking when it comes to spending legendary scrip. Let’s say if I were to only purchase legendary modules using legendary scrip and nothing else and make 50 unstoppable monsters it would take me 10,000 legendary scrip in order to make them using legendary scrip only considering each legendary module cost 100 legendary scrip. I’m not saying to not make unstoppable monsters or other legendary craftables but I’m saying to use your legendary scrip for one star random rolls in the rusty pick as you can get more for each 100 scrip which would be used for 1 legendary module only. Use the legendary modules you have obtained through public events to make legendary craftables and use legendary scrip for one star rolls if you are looking for one star modules and plans. In the end it’s all up to you to do whatever you want I’m just providing some helpful insight into what you can do with your legendary scrip. Although a lot of you provided some well insight. A new recommendation would be to get 3 star random weapon rolls with the 100 scrip provided the chances are higher for 3 stars and scrap those you want and the others turn to scrip again and start the process over. While you can obtain legendary modules in public events instead of buying them and waisting all your scrip.
Close but no cigar A. Decide which legendary you are going after and determine how many stars it is B. Collect legendaries AKA run a butt load of expeditions C. Anything that doesn't contain your star goes in the grinder AKA Legendary Exchange D. Use your scrip to buy more weapons of desired Star level from the PervSlayer and always legendary exchange anything you don't want. Scrapping gives you less scrip
Also focus on one thing at a time so you can get a box full of whatever star you are looking for do not scrap anything until you have a bunch of the same legendary affect
Honestly, this last time the Purveyors Sale was going on, i spent all my legendary scrip on that, got pretty much zilch, and that’s the new grind. There are so many trash effects that most stuff went straight back into the scrip scrap machine.
If you can run the human condition with a flame or energy modded powered melee in about 8-10 mins you'll get 6 legendary items per expedition and between 1-4 modules , you can skip enemies along the way and still get high rewards for speed. But if you want that ultimate big weapon try the purveyor she gave me a vampires explosive gatling plasma just for spending 1k script on random 3 star weapons.

As I understand the math (don't recall which content creator passed this along), each Legendary star gives a 1.5% chance at unlocking either a box legendary mod or the crafting ability. So for a single star, 1.5%, 2 stars - 3 %, 3 stars - 4.5%. You would have better luck scrapping a 3 star than a one star, but you don't know which star you'll get. I have scrapped easily 80 Gutters trying to get the Vampire's crafting ability, and out of that I think I got 2 box mods. YMMV, but it's gonna be a grind no matter what.

1. With monster you roll not only for bloodied effect, but 2 more (power attack damage and resist while power attack). 2. With random guns and armor you dilute your chances because scrapping can unlock non-legendary mods. 3. And again you need to roll specific effect on randon item.
