Not all airports have that CATIII ILS. They're really expensive. KLAX would most certainly have one but the runway they used isnt guaranteed. Also, a pilot must do 3 takeoffs and landings by hand every 90 days or they lose currency in the aircraft. CATIII is usually just used in conditions where minimums cant be met. For instance, it would be fairly common in San Francisco or Seattle.
He kicks off the autopilot at 4:09, when it says, "minimums, minimums" " autopilot." The autopilot could fly all the way to the ground but it wouldn't "land," and I doubt this carrier has CAT III (autopilot) certification.

No airline in the US has any SOP demanding the use of autopilot for any approach that’s a Cat 1 or less. So anytime you see a pilot using auto pilot using auto pilot to mins in VMC they’re just letting the plane do the work. Who knows, maybe it’s go home leg they’re over it lol
