There are a few layers to the issue, but what it really comes down to is Tom slides into any lane that will get him paid, and then takes credit for making the lane relevant... Upchurch took issue with the fact that Tom said he was going to save country music, and then did a music video dressing up like Dolly Parton.
Hes also saying that Tom can't claim to be the "biggest independent rapper in the world" when he has to tag a dozen other independent artists with over a million subs in all of his videos, buy views, and basically only makes singles about the most divisive topics.
Theres more too it for sure... but at the end of the day Ryan is basically saying the Tom is a wannabe pop-star, not a real rapper.
