@jiado6893 there is unused perk in vanilla, which reused for TFTV, so in theory mod-maker can slap JetPack proficiency perk on Heavy armour chestplate.

1:30 - you can give non-proficient weapon to any soldier. Fumble existed on release is removed. Excluding JetPack.
Gods I wish people other than Heavies could use the JetPack.

Full Augmentation mod now works with TFTV (v1.1.1.1 as of time of this comment)
