If you view this part of the YT video frame by frame it looks like the smear is done as a loop of individually hand drawn frames. There are 3 frames for the smear followed by 4 frames for the sleeve to overshoot and return to a rest position. You can program something like this into a replay trigger assuming you've drawn all the frames out ahead of time. To view YT videos frame by frame you can pause the video and then use the < and > keys on your keyboard to scrub through the video and see each frame (It's great for analyzing animations).
