Actually what happen there, the black smaller ships that are attacked with water cannon are from the Philippine Bureau of Fisheries and Aquatics who are usually for fishermen support or science reasons. They were there because they were just doing their job of aid by giving some food and fuel supplies to the smaller Filipino fishermen in the area like what they always do. Before the attack the smaller Filipino fishing boats were parked beside those black ships refueling. Then China came along and started bombarding them with water cannon. In local news videos some of those smaller fishing boats were hit with the water. The Phil. BFAR ships sustained some damage to their radar and the ship because one of those Chinese ship hit them on the side. I believe China will now stupidly make a statement giving their reason on why they attacked those non Phil. Coast Guard/Navy ships who were not even delivering supplies to any military outpost that China always say they don't allow.
As screwed up as it is… I find it amusing when they have their water cannon battles.

Just because you have a name to a location does not mean you own it and all other countries that coast the South China sea have legitimate claims that span years. Some of these places are considered ancestral because they have been used for generations.

Meanwhile, china’s historical narrative in the said sea only begun during the 1950s. Early chinese maps show that the southern most territory of China was Hainan. China’s imaginary and belatedly made up 9-dash line has no leg stand on even on their historical narrative.
If that’s true, it was Spanish territory not Philippine’s. Both the Chinese and the Filipinos were fishing and trading in South China Sea much earlier before the Spanish arrived.

Water cannons are weapons just like any other intended to incapacitate a vessel -- crewman cannot operate atop their own decks because of the risk of being blasted into the sea. If a water cannon hits a man overboard, he will drown.
