It's not a regulator, it's a simple emitter follower. en.wikipedia.org/wiki/Common_collector
There is no regulation of the input voltage and the output voltage will change as the input voltage does. There is no rejection of ripple or noise.
The transistor has to be used with a heatsink, and the datasheets make that clear. If you try to deliver an amp into a 12 volt load from a 24 volt supply, you'll fry the transistor quite quickly.

This is called voltage dimmer not regulator,
A voltage regulator is an electronic component that supply an output with neglegable voltage drop when we apply a load to the output,
Thats why more than 90 person gave you dislike, because you did not present the output voltage measurement before and after applying load 😊
