1. Can you provide the eNb end timer code (like T300) for RRC Connection Setup Complete Msg (5) 2. Regarding partial UL Band interference, you were referring to like move the PUCCH Band from either band edge or from the other end of PUCCH Band whichever is clean, right?
The eNB timer does not have a code, it has different names for different vendors. Regarding interference I was referring to start PUSCH scheduling from un-interfered part of the band.

MSG-3 can be Mo-Sig or Mo-data or Mt-access. LTE Attach uses Mo-Sig.

Yes that is possible. If most of the traffic is due to incoming handovers, then RRC Setup attempts would be lesser

1. So, from trace you can see RRC Setup is sent but no RRC Response is received
2. In case of UE issue, you would normally see repetitive RRC attempts
