My grandfather has done that almost his whole life. Amazingly, only one vehicle has ever been stolen. Strangely enough, he still does this, unless he is in the middle of no-where, then he is careful to keep the keys with him and lock his truck. it is weird, but some people just don't want to lock their stuff.
One theory is that the owner was "upside down" on the car, meaning that he owed more on the vehicle than it was actually worth. Some people in this situation make it easy for the vehicle to be stolen so that the vehicle is totalled and the owner no longer has to make payments (the insurance takes care of it). I was raised to not even consider handling situations like this, but many people do this. In other words, it was no accident that the car was left unlocked with the keys inside.
@@Oceangirl_505 insurance fraud does happen, but this seems like a chance situation, i have heard of people wrecking them on purpose and tricking the insurance company into thinking it was not their fault and paying out. But i have not heard of someone in that situation just leaving them unlocked and leaving it to chance. seems like something that you would take an effort to make happen, instead of just hoping it happens.

The vehicle owner negligently left the vehicle unlocked with the keys in the ignition should be charged with leaving a motor vehicle unsecured which in this case is a deadly weapon.
That is a very smart and honest sheriff.

I LOVE ♥ your chase policy. I watch so many police chases over the silliest things, and people - innocent people - often end up hurt. Or dead.
