He could have a neat backstory of what lead him to be a dirty cop, leading to almost being killed by Reese with the vest on and how he continued after Reese with that new team of Alexander Pierce(Harold's place), that Marine kid(Reese's place) and that black girl (I think Harper but it wasn't her real name, Joss Carter's place).
Carter was just the moral ideal for John to strive for...a woman who never wavered in her work ethic and her sense of duty. John by contrast did a LOT of things he is NOT proud of. In some sense, I figure that's why John did NOT take out Fusco. Fusco too did a LOT of things he is not proud about, so John gave Fusco a chance to redeem himself, the same way Finch gave John a way to do this. Carter was someone who saw through John...what he did and what he's trying to do, and she still helped John and was loyal to him. Zoe is more like John's kindred...a person who resides in the grays and makes things happen by means that most people would NOT describe proper. They both know people and are cynical and jaded by such knowledge. Carter despite seeing the ugliness in this world, still hasn't given up on people. Not John, not Fusco, not some of the suspects or witnesses. Shaw? There was ZILCH going on between Shaw and John...like nothing. John saw Shaw as what he was, except she revels in doing what John used to do.
It had to be Zoe, she a fixer. If he asked Carter his head would not have been in the job. Zoe's eyes lite up like the 4th of July. What kind of job is this? Thank god the dogs Harold's. I swear Harold loved putting John on the spot. Why did he need any one with him at all? I can under stand Bear, why not, but why a wife. She did come in handy though. Any way that could have been a good safe house. Chirp
There's no indication that Reese and Carter were intimately involved until S3E9. Just because they never show it, there are plenty of scenes in POI that allude to the fact that John and Zoe are. (See the end of this episode, for one clue.) They are both obviously easy on the eyes and they like each other's company, but neither wants a commitment because of their demanding jobs, so they go for an occasional wrinkling of the sheets. If that's all I could get from this gorgeous god of a man, I'd take it any day of the week!

In all HONESTY, in the burbs in a neighborhood with families and small children etc., a dude living by himself would look suspicious. Also, as it turns out, Zoe was capable of gathering intel too. By talking with the wife, she was able to read what was going on. The couple in the burbs is a good cover.
