So I can export the whole world to unreal? Can you guys have a game dev do a full tutorial, can we download the google maps and use it for a game without needing to stream it?

Unfortunately, Google Photorealistic 3D Tiles are limited to streaming only at the moment under Google's terms of use.
However, it couldn't hurt to let Google know you're interested in offline use, through the "send feedback" button on this page:
developers.google.com/maps/documentation/tile/3d-tiles

I haven't found any 3D Tiles for my city Gurugram, India. Is their a way i can create? or get tiles from anywhere else.

Unfortunately, Google Photorealistic 3D Tiles are limited to the city data that Google provides. There are other resources out there that may be helpful.
I'd suggest posing this question in our community forums where you might get some helpful suggestions.
