I think it would be safe over pretty much anything without changing the base in a single coat. If you apply 2 it should be okay too. But it might slightly tint blue with a third coat.

I wish stary night was available without the glitters too. That blue is so beautiful but I'm not a fan of shaped glitter.
I wanna use blue calcite as a topper but not on top of a white or black creme... would it change the base too much on other colors?
