This power supply is called Capacitive Dropper. This power supply is not isolated from 220V electric (connected directly with 220V electric), this is very dangerous. He may not be tucked because he uses an isolated transformer.

It's been 10months and i think you can just measure the current between the output if you have access to multimeter
