I think you could used some fine sandpaper on the end of a stick. It cleans the commutator. You could use fine sandpaper with your fingers and spin the motor with your hand. Disconnect the power cord of course.
I repacked the bearings and replaced the brushes on an Oreck 2800 H2w. The motor still sparks a bit, even after using a brush seater. Is there anything else as can try to eliminate sparking, short of a new motor?

I have a TurboPower 5000, which is similar. Unfortunately, I did a full motor refurbishment back in 2016 before I started my UA-cam channel. This motor is not easy to work on though.
Generally there is a spring that pushes the carbon brush firmly in contact with the commutator. Figuring out the spring orientation on the Oreck is a bit tricky. Don't know about the Hoover Canister.
roller brush should turn freely. Check for broken blades on the suction fan, check the brushes and of course Kirby has a weird twisted belt for the roller. Get a used Oreck if you can. It's the best upright vacuum there is. Kirby's are very heavy.
Why replace one bearing and not the other? Where did you obtain the replacement bearing? The music is annoying and completely unnecessary. Had to mute it and then missed your commentary.

Motor sounds good my motor is stuck and motor shaft won't turn smells burnt what should I do replace the motor or is the motor likely going bad
Replace the motor in your case.
Those electrical connectors are rather easy to pull right out of the coil there, also.
Hows the seating stone work, ive never seen one before.
When the armature spins at high speed, it forces the carbon brushes to seat smoothly with the commutator bars.

What size/type of bearings are these?? I’d love to replace them in an old oreck I have that’s otherwise pristine!
Both bearings are the 608 style. I specifically replaced one using a 608Z, which is all metal, no rubber end seals.
