It's likely that they met prior beforehand as during that time. When Shockwave didn't go through shadowplay and Empurata, modification and changes of his body. Prior before the war due to his beliefs over Outliers and non-believers of the caste-system in-world. as well as in the photo its seems similar to the stairs/scenery outside fof the academy from the panels in the IDW comics. Since alot of what the artist is stemming this off of (The IDW Comics) it's least likely a romantic relationships but more of the latter "Close friends + falling out" or even "mentee and mentor + falling out + falling down the stairs of epic sadness dang" I hope this adds on abit to what's possibly happening in-scene/lore
