If you look at Voyix's recent run with Ace, he makes him work quite well, but it requires a looot of mental math and good circumstances for him to pull his weight, and even then it's not that gamebreaking
Assuming this was recorded on the day it uploaded, the bazaar being down was probably either it being updated or it having trouble due to influx of people after the update
Snake Oil also works with the items that grant bonuses for any excess heals, like Ichor Chalice
