Does anyone know what exactly or to what extent the Western sanctions and trade embargo on Cuba has limited it to such a situation?
Puerto Rico, part of the United States also suffers a similar lack of power redundancy.
Simply labelling Cuba as a communist nation without giving us some historical or 21st century context may lead us to misunderstand much more than the international politics involved.
The biggest issue is decline of Venezuela and Russia in terms of oil production. Mexico has rapid growth of economy and need more oil for domestic needs. Cuba is forced to buy oil on general market which they can't afford in the long term.
Puerto Rico energy is privatized by a Puerto Rican/Canadian company called Luma Energy.
So just like parts of Texas where the energy is privatized instead of federalized. When it goes down it’s private employees that has to fix the issue, not federal employees.
Trump didn't know it was US. It also doesn't have full statehood.
Iran has been under severe US sanctions for decades, yet they're not doing too badly.

Sanctions or no sanctions, the US has no obligation to do business with hostile regimes. And barely any country does business with Cuba anymore due to Cuba's tendency to steal and not pay for the goods and services rendered.
