Have any of the bureaucrats in power in Cuba today seen the abundance that a free-market economy can produce for average income workers? Do they know any other way to live besides trying to get more than their fair share in an oppressed and impoverished society? Can they even imagine their country being able to trade valuable services for enough imported food and goods so that most of their citizens could have enough to eat and could afford to buy the imported goods they need?
Some of the surviving older Cuban bureaucrats may have received a college education in the old Soviet Union, but certainly that would not have shown them the abundance of a free market economy. Prior to its revolution, Cuba used to have splendid beaches, luxury resort hotels, deep sea sports fishing, casinos and dazzling night clubs for tourists. And many rich Americans came to Cuba to spend a lot of Yankee Dollars. Yes, that old Cuban government was corrupt and run by a few elite families and allowed the U.S. mafia to rake in huge profits. But today, a communist economy based on getting foreign money by exporting hand-rolled cigars and accepting handouts from Russia is not any better for the average citizen. Will Cuba's communist government have to first collapse under its burden of poverty before its citizens get a chance for a better government and better lives?

Crime rate there is virtually non existent because everyone's needs are met and nobody has more than what they need for others to covet.

As long as the 60 year US embargo and sanctions on Cuba remain in effect there can never be a free market economy. They still have splendid beaches, resort hotels, deep sea fishing, night clubs etc for tourists but this is due to Cuban initiatives in spite of US efforts to destroy them

So, what is the Cuban government doing with their money? Does it go to building up military strength or just go into the politicians' pockets. Are foreigners allowed in Cuba or is kept locked down? I heard Cuba doesn't have much in the way of natural resources, so why doesn't Cuba allow tourism to bring in some foreign cash flow? Going days without power must be horrible. The Cuban government needs to invest more money into the infrastructure if there is money available. Maybe there is too much corruption at the top levels in the government.
