    Sorry this entire system is a complete disaster. I'm a home care nurse of 20 years....these parents need paid as well as having extra caregivers to allow them time to be themselves....COMPLETELY OVERHAUL THIS BROKEN MESS!

      The federal government deemed these individuals disabled, therefore it's the states responsibility to ensure they receive care, that is how it works in America. If they won't receive care in the home setting at a fraction of the cost they will flood our hospitals resources and that would be inconceivably expensive and impact the care for other hospital patients. In home care is not just a liability it is an asset. Don't discriminate against a parent caregiver, these parents are licensed to provide the care. It's not the parents legal responsibility to provide free 24/7 care to a disabled Medicaid member. The parents deserve a market rate for the labor they perform, which at the end of the day saves the state millions.
