No, they wind cloth to the index finger. I have seen similar winding (which looks like bandage on broken finger) in other aluminium utensil factory videos. They use index finger as guide/rest for tool, there will be lot of heat generation/friction due to high speed and material removal. So to prevent burn injury, they do like that.
